According to the Resolution of Cabinet of Ministers of Ukraine on the Approval of the Concept of the State Target Program for the Just Transition of Coal Regions of Ukraine

According to the Resolution of Cabinet of Ministers of Ukraine on the Approval of the Concept of the State Target Program for the Just Transition of Coal Regions of Ukraine for the period until 2030, the implementation of the just transition of coal regions of Ukraine will contribute, in particular:

- creation of conditions for diversification of the economy of coal communities, where live about 850,000 people;

– increasing the number of employed population in the real sector of the economy, not related to the coal industry (creating new jobs and increasing self-employment of the population);

– reducing development disparities in coal regions, which impact the situation in these areas and the quality of life;

– the growth in satisfaction of residents in coal mining towns with heating, water supply, and water quality services;

– updating of infrastructure facilities in coal communities;

 – establishment of three creative economy centers and infrastructure development for five or more industrial parks (with a total area of over 200 hectares) in coal regions;

– expanding opportunities for professional self-realization of coal enterprise workers through the implementation of special retraining programs, professional training, obtaining a second education for further employment;

– reducing the dependency of local budgets on taxes and fees paid by coal enterprises;

– increasing the share of capital expenditures to 20 percent in the structure of local budgets of coal communities.
