Analytical Review of Strategic Documents

As part of the project “Coal Communities of Ukraine: Strengthening Strategic Capacity on the Path to Just Transition,” implemented with the support of the International Renaissance Foundation, the Association’s team held online meetings with working groups from the Sheptytskyi, Novovolynsk, and Sokal communities.

The working groups bring together representatives of local self-government bodies, deputy mayors, heads and specialists of relevant departments, members of city councils, as well as representatives of businesses and civil society organizations. This cross-sectoral composition ensures a comprehensive and balanced approach to strategic planning.

During the meetings, the list of strategic and programmatic documents to be reviewed was agreed upon. These include:

➡ community development strategies;

➡ recovery plans;

➡ socio-economic and cultural programmes.

The next step is the preparation of three analytical briefs with recommendations for revisions, adjustments, and updates in line with the principles of just transition, energy efficiency, and sustainable development.

The analysis will help to:

➡ identify gaps and inconsistencies;

➡ align strategic and programmatic documents with the Just Transition Action Plans;

➡ lay the groundwork for developing new community strategies beyond 2027.

The next meeting will take place after the analytical briefs are prepared. Experts conducting the review will join the discussion. The project also предусматриє training sessions for representatives of local authorities and civil society on strategic planning and analysis of strategic documents.
