New Stages in the Implementation of the Project “Just Transition Initiative – Advancing EU Standards in Coal Regions of Ukraine”
Just transition is not only about strategies and plans. It also requires clear rules that work in practice and make real change possible.
Thatʼs why, within the project “Just Transition Initiative – Advancing EU Standards in Coal Regions of Ukraine,” we will analyse Ukrainian legislation, compare it with relevant EU approaches, identify remaining gaps, and determine what needs to change to ensure that the just transition of coal regions is effective and takes the needs of communities into account.
And we already have some small but important results that provide a solid foundation for the next stages of the project:
- an expert team has been established to carry out legal and comparative analysis;
- consultations with the Ministry of Energy of Ukraine have begun to identify the legal and regulatory acts that should be prioritised for analysis;
- the establishment of a cross-sectoral working group is underway, bringing together representatives of relevant ministries, the Verkhovna Rada Committee on Energy, Housing and Utilities Services, experts, academia, and civil society.
The next step will be to consult with our coal communities.
Their practical experience will help us identify where the current regulatory framework creates barriers and what changes are genuinely needed at the local level. This will allow us to identify legal gaps more precisely and develop legislative and regulatory proposals that reflect the real needs of local communities.
