Official Launch of Power4Just Transition Program Held in Kyiv
Kyiv hosted the official launch of the Power4Just Transition program, which aims to create new opportunities for coal regions and communities on the path toward a just transition.
The event was attended by the Prime Minister of Ukraine, Denys Shmyhal, along with representatives from Ukrainian ministries, regional and local authorities, businesses, civil society, and international partners.
During the event, the State Target Program for the Just Transition of Ukraine’s Coal Regions through 2030 was presented. On the same day, the program was approved by the Cabinet of Ministers of Ukraine—marking a significant step toward its practical implementation.
As part of the panel discussion on regional leadership in the just transition process, Andriy Tabinskyy, CEO of the Association of Coal Communities of Ukraine, told about the potential to scale up best practices already implemented in communities, as well as the challenges they face on the road to transformation.
“Power4Just Transition is not just a concept—it’s a working platform designed to make a successful just transition a reality by aligning the efforts of national and local governments, international partners, and the private sector. It’s crucial today to understand the challenges that communities across Ukraine face, as their experience will serve as the foundation for driving positive change and attracting future investment,” stated Andriy Tabinskyy.
A key highlight of the event was the signing of seven Memorandums of Understanding—three with ministries responsible for energy, regional development, and environmental protection, and four with local authorities from Lviv, Volyn, and Dnipropetrovsk regions, as well as the Ladyzhyn community.
“We’re not simply launching a program—we are shaping the future together with our Ukrainian partners. A future where regional voices shape national policy, and where just transition is built on local leadership, strong collaboration, and real opportunities,” stated Miriam Faulwetter, Director of the Power4Just Transition program.
The program is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the Federal Ministry for Economic Affairs and Energy, in partnership with the Ministry of Energy of Ukraine, the Ministry for Communities, Territories and Infrastructure Development of Ukraine, and the Ministry of Environmental Protection and Natural Resources of Ukraine, along with the regional military administrations of Lviv, Volyn, and Dnipropetrovsk regions, and the Ladyzhyn territorial community.
