ROOTS Grant Call Launched for Coal Communities in Lviv and Volyn Regions
East Europe Foundation (EEF) has announced a Grant Call under the “Regional Opportunities for Just Transition and Sustainable Development (ROOTS)” programme.
The purpose of the competition is to support just transition projects that enhance the energy resilience of communities, foster socio-economic diversification, improve the situation of vulnerable groups, and strengthen the institutional capacity of local authorities and institutions.
Up to nine projects will be supported
- Grants ranging from UAH 3 to 5 million
- Project duration: 6–10 months
- In total, up to 15 projects will be supported within the ROOTS programme.
- The Competition covers communities in Lviv and Volyn regions.
Who can apply?
➡ Local self-government bodies
➡ Municipal institutions, enterprises, and organisations
➡ Local development agencies
➡ Civil society organisations (CSOs) with non-profit status (codes 0032, 0034, 0036)
Priority areas include:
➡ Renewable energy and energy efficiency
➡ Vocational education, upskilling and reskilling
➡ Environmental protection and sustainable land use
➡ Local economic development and SME support
➡ Water supply and sanitation systems
➡ Capacity development of territorial communities in the field of just transition
➡ District heating systems
The deadline for submitting applications is March 9, 2026, at 6:00 p.m.

Applications must be submitted exclusively via the East Europe Foundation Grant Portal.
The ROOTS programme is implemented by The East Europe Foundation within the Power4Just Transition Programme (P4JT), funded by the German Bundesministerium für Wirtschaft und Energie (BMWE) and supported by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.
A second Grant Call for communities in Dnipropetrovsk region and Ladyzhyn (Vinnytsia region) is planned for the end of 2026.
