Why Communities Need a Municipal Energy Plan (MEP) and How to Develop One?
This was the focus of today’s second online webinar in our energy management training series: “Stages of Developing a Municipal Energy Plan”.
Our speakers, Mykhailo Melnyk, an energy transition expert at the Association of Coal Communities of Ukraine, and Halyna Zhuravska, a municipal energy planning expert at the Ukrainian Nonprofit Energy Agency, shared with participants the key steps for preparing MEP, practical tools for reducing municipal costs, and strategies for attracting investments.
Why is this important?
Ukraine’s Law on Energy Efficiency requires every municipality to have a Municipal Energy Plan (MEP). This is a crucial condition for receiving government support and participating in infrastructure modernization programs.
However, MEP is more than just a legal requirement — it is primarily a strategic document that demonstrates a municipality’s clear vision for development, its understanding of energy efficiency priorities and its ability to attract funding to implement projects effectively.
