The Presidium of the Congress of Local and Regional Authorities chaired by the President of Ukraine
Andriy Tabinskyy participated in an expanded meeting of the Presidium of the Congress of Local and Regional Authorities chaired by the President of Ukraine, Volodymyr Zelensky. Among the participants of the congress were, notably, the Prime Minister of Ukraine, Denys Shmyhal, and numerous heads of ministries.
Among the key outcomes of the meeting, the Prime Minister of Ukraine presented specific mechanisms for financing energy-generating equipment, which will be critically important for various categories of small and large businesses, private households, and condominium associations (OSBB).
We have reasons for cautious optimism: the government possesses comprehensive information and is aware of the scale of threats in the energy sector, a plan has been developed to exit the crisis and minimize the negative consequences of Russian strikes, and teams at all levels are being strengthened to promptly implement these plans.
I also had the opportunity to address the presidium directly and inform them about a crucial aspect for Ukraine's coal communities.
The point is that current plans for the liquidation of mines involve the demolition of mine structures and engineering communications, and eventually, the reclamation of the territory. As experience shows, this is a highly flawed practice since often the premises of mines and engineering communications can potentially interest investors. Therefore, I called for amendments to regulatory acts that would allow territorial communities to take ownership of the assets of liquidated mines. This way, communities can open a window of opportunity for the emergence of new progressive enterprises and various forms of business, which in turn guarantees new jobs and revenues for the community budget.
