Prime Minister: Ukraine Committed to Implementing the Just Transition Model in Coal Regions

The Just Transition of coal regions, where mines have depleted their resources, must begin now, despite the ongoing war. This was emphasized by Prime Minister Denys Shmyhal in his address to participants of the founding meeting of the Association of Coal Communities within the "Just Transition 2023" event.

Work is already underway to test the Just Transition Concept, particularly in the Chervonohrad coal region of Lviv Oblast. The Prime Minister emphasized that the state does not intend to close mines that have prospects and the ability to continue extraction. However, mines that have exhausted their resources will be closed gradually, while communities will undergo a just transformation.

"The correct sequence of actions is important here. First, provide people with alternatives in employment and supporting their families, and then decide the fate of specific mines," stressed the head of government.

Denys Shmyhal reminded that with the support of international partners—the World Bank, the Government of Germany, the European Commission—Ukraine began implementing the policy of the Just Transition as early as 2020. A corresponding Concept was adopted, and a State Program for Just Transition was developed.

"Ukraine is committed to implementing this model of regional development. Our goal is to improve people's quality of life, give them new opportunities, and make community development comprehensive and harmonious. In May, the Government adopted the Energy Strategy of Ukraine until 2050. We aim to enhance the country's energy security while simultaneously achieving European standards for a low-carbon economy," said the Prime Minister.

The head of government emphasized that Ukraine will be an integral part of the "green" transition. Soon, the first draft of the National Energy and Climate Plan will be presented, combining recovery and "green" transition.

"In the medium and long term, this includes the modernization of old thermal power plants, the development of green generation, and hydrogen technologies," noted Denys Shmyhal.

In this context, he said, the creation of the Association of Coal Communities of Ukraine is important. Through joint efforts, it will be able to represent its interests to central and regional authorities and engage with partners.

Denys Shmyhal called on international partners to support the Association and involve it in developing future policies of the Just Transition Fund. According to him, this Fund will be a long-term instrument for implementing and financing projects. It will lay the material foundation for specific initiatives for comprehensive transformations in coal communities.
